This report covers three areas: Firstly, predictors and moderators of the implementation of occupational health and safety intervention are analyzed (in terms of success factors). Secondly, theoretical foundations of health and safety interventions are evaluated. Finally, an overview on the current state of research in organizational development and change management is provided. Based on systematic reviews and meta-analyses in the field of intervention studies published since 2005, 19,200 studies have been identified, resulting in 182 studies meeting the inclusion criteria. Those were included into further analyses. The success factors identified are analyzed in terms of a classification system developed for this purpose and their relationships to the causal chain of interventions are established.
Exemplary results are as follows:
Moderating factors of intervention implementation are rarely studied systematically in health and safety at the workplace compared to applied research in change management.
Whereas intervention studies in occupational safety focus moderators of implementation and process evaluation, occupational health research focuses on supporting characteristics of the intervention itself.
All three areas of applied research (i.e. occupational health, occupational safety, and change management) stress the impact of social process design, i.e. top-management commitment as well as management and employee involvement.
Moderators and predictors of sustainable intervention implementation are rarely studied in the three mentioned areas.
A lack of theory as well as ignorance of existing theories can be observed in intervention research. Empirical intervention research focusses on internal validity, mainly in interventions targeting individual employee behavior.
To overcome the mentioned lack of theory in occupational health and safety as well as to further develop existing theoretical approaches, drawing back on theoretical foundations of related research fields is recommended. Suggestions building on success factors in the change management literature and their theoretical foundations are derived. Those are supposed to be useful in the design of theoretically and empirically well founded intervention research and implementation of interventions in occupational health and safety.
