Operational safety regarding systems and elevators

EU law distinguishes between the state and the use of work equipment. Regarding the use of work equipment, the Operational Safety Ordinance (BetrSichV) is applicable, including the subordinated technical rules for operational safety (TRBS).

Based on the Operational Safety Ordinance, the Committee on Occupational Safety (ABS) was established in order to consult the Federal Ministry of Labour and Social Affairs (BMAS), the office of which is managed by group 2.4. The basic task of the ABS is to develop the concept for a slender, hazard-oriented set of rules for specifying the Operational Safety Ordinance.

The safety in process engineering plants is considered separately in terms of operational requirements regarding system safety. In the course of this, the focus is on process management safety when working with hazardous substances, including activities within the framework of hazard prevention in the event of malfunctions. Along with the Operational Safety Ordinance, the Ordinance on Hazardous Substances and the regulations under environmental law, particularly the incident ordinance, are the statutory bases.

System safety

Basic principles of safety do not only have to be considered when manufacturing process engineering plants and elevators. Systems and elevators must remain safe, be maintained, and inspected during their day-to-day use as well.

Requirements regarding the state and thereby the safe design of systems and apparatuses, as well as elevators are included in several EU directives. These are intended to make sure that only safe systems are being marketed in the European domestic market.

However, industrial safety and health does not attend with the transfer of systems from the manufacturer to the operator: in the following years it must also be made sure that system and process operation remains safe. To achieve this, a series of activities is performed at BAuA in order to design the safe operation of process and elevator systems.
