The current requirements of German and European public law were adapted to conventional products and control systems without decision-making autonomy. Because of this it is necessary to analyze the legal framework for product safety and operational safety as well as to evaluate the integrated safety system concerning to the application of AI systems.
The project should add aspects of product safety law to the technological and human factor activities of the BAuA in the field of "Industrie 4.0".
The aim of the project is to assess the legal framework for the provision of autonomous and AI systems. Basic preventive requirements for the German and European law are to be derived. For this purpose, a taxonomy and scenarios for the foreseeable use and classification of autonomous systems should be described as well as the essential steps of the technical development. By including experts from the fields of research, development and manufacturing the state of the art and forecasts for medium-term developments in the area of autonomous and AI systems should be carried out. The evaluation will be realized in different workshops and a Delphi survey.
The evolved knowledge about autonomous and KI-Systems should enable legislators, manufacturers, operators and technical inspectorates to minimize risks. Furthermore the stakeholders should be able to competently take part in the creation of the technical evolution and the corresponding legislation.
