Committee on Biological Agents (ABAS)

The advisory body of the Federal Institute for Occupational Safety and Health (BAuA) on the Biological Agents Ordinance

The German Federal Ministry of Labour and Social Affairs consults the Committee on Biological Agents on all aspects of occupational health and safety. Pursuant to section 19 of the Biological Agents Ordinance, the Federal Institute for Occupational Safety and Health conducts the business of the Committee.

Since 1995, the Committee on Biological Agents advises the Federal Ministry of Labour and Social Affairs (BMAS) on matters relating to occupational safety and health for activities involving biological agents (microorganisms in the widest sense). Section 19 of the Biological Agents Ordinance forms the legal basis of this arrangement.

The Committee is re-appointed at intervals of 4 years. The constituent meeting of the ABAS for the period from 2014 to 2017 took place at the BMAS in Berlin on 7 May 2014. In summer 2017 the appointed interval was extended for one year and ends 31 December 2018.

The ABAS currently has 17 expert members from the following social groups:

  • public and private employers,
  • trade unions/employees,
  • state authorities,
  • statutory accident insurance institutions and
  • universities and science.

Each member has a representative. The expert members of employers, trade unions and supervisory services are proposed by their top associations, the scientific experts are appointed by the BMAS. Institutions and bodies with points of contact are informed about the committees work.
