According to § 15 of the German Social Code (Sozialgesetzbuch, SGB) Book VII, in cooperation with the German Statutory Accident Insurance Association (Deutsche Gesetzliche Unfallversicherung e.V., DGUV), statutory accident insurers have the autonomous right to adopt accident prevention regulations on measures for the prevention of accidents at work, occupational diseases and occupational health risks, and/or for effective first aid, insofar as they are appropriate and necessary and the governmental occupational safety regulations do not provide any regulations in the field.
To be able to fulfil their wide-ranging tasks according to § 14 et seqq. SGB Book VII, the statutory accident insurers enact accident prevention regulations, the compliance with which is monitored by the statutory accident insurers' supervisory bodies.
Under these regulations, the statutory accident insurers have also compiled a comprehensive set of rules (rules, information and principles) to support business owners and insured employees to perform their duties in the area of occupational safety and health. Specialist divisions and subject areas of the DGUV are responsible for developing the set of regulations and rules.
