In the year 1998 the Baustellenverordnung (BaustellV) came into force in Germany. The BaustellV is often perceived as an impurity in the construction activities. Nevertheless these regulations are recognized only in a few cases as an opportunity and the potential benefits of exercise. Therefore the coordinator must ensure that the communication and cooperation with all persons involved in the planning and construction process are further improved. The clarification of the benefits and potentials of planning, communication and cooperation of the parties involved in construction process and the inclusion of the use phase in decisions are the key to get a greater acceptance and effectiveness of the coordination in the sense of BaustellV. In September 2008 a research team, contracted by the Bundesanstalt für Arbeitsschutz und Arbeitsmedizin (BAuA) (Federal Institute for Occupational Safety and Health) and commissioned by the Bundesministerium für Arbeit und Soziales (BMAS) (Federal Ministry of Labour and Social Affairs) started to work on the task to develop a guideline concept and tools to integrate the coordination in the value chain of construction in a better way. The Institut für Baubetriebswesen (Institute of Construction Management) at the TU Dresden took together with its partners, the Rationalisierungs- und Innovationszentrum der Deutschen Wirtschaft e. V. (RKW) (Productivity and Innovation Centre of German Industry) and Systemkonzept GmbH to work with this research project. The team was assisted by a working group supporting the project, in which the chambers, associations and organizations of the value chain of construction were involved.

The research project was divided into three main areas. In the first workshop level a guideline concept for the coordination in sense of BaustellV was developed. This guideline concept helps to raise awareness of stakeholders for improved cooperation and communication.
In a second workshop level good examples in the sense of BaustellV for the field of coordination have been prepared and compiled. On the basis of real examples from practice, the advantages and the benefits of good coordination in sense of BaustellV are shown an identified.

A third workshop level of the research project dealt with public relations. The improvement of public and construction site specificated perception has a direct effect on the acceptance of coordination according the BaustellV on site and quality of work of the coordinator.
